Applicants for all classes of service other than domestic will normally be required to furnish and maintain a satisfactory guaranty, by deposit or otherwise, for payment of charges in connection with such service, provided that such guaranty may not be required where it shall appear to the District that the applicant’s credit is sufficient to assure payment of any such charges as they become due. 

When required, the amount of guaranty or deposit to establish credit for all classes of service other than domestic, shall be based on estimated usage, and will normally approximate a sum not less than two times the estimated average monthly bill, computed on a 12-months’ basis, for the service.
