Tom Kaiser, IID’s Chief Internal Auditor, has brought a wealth of knowledge and experience to the District. A career which began over thirty years ago with the Internal Revenue Service has benefited both IID and the public we serve.
Kaiser began his eleven year career with the United States Department of Treasury as an Agent for the Internal Revenue Service. There he worked in the audit division, auditing large companies, specialized tax fraud, and enforced U.S. tax laws. He then worked for the Bureau of Alcohol, Tobacco, and Firearms, auditing alcohol and tobacco revenue. He also conducted ‘arson for profits’ investigations with the Criminal Investigation Division, and on-site review of explosive and firearms use and storage. Kaiser then served as an Agent with the U.S. Customs Service, where he determined tax revenue on products brought into this country by foreign governments. During his tenure with the U.S. Treasury Department Kaiser supervised the training of several new Treasury agents, conducted many tax seminars concerning cash basis farming and section 351 corporate transfers. Kaiser left the United States Department of Treasury to then serve as an Agent of the National Credit Union Administration for seven years. There he: audited large federally insured credit unions; reviewed CPA audits of troubled financial institutions ; and he also prepared budgets and conducted financial planning for the department. In 1991 Kaiser assumed the position of Internal Auditor and rose to the position of Chief Internal Auditor for IID. In this capacity, he manages the Internal Audit Section of the District. This section conducts investigations and audits of the District’s internal affairs, financial matters and compliance with the company’s policies and procedures. They also, investigate and audit the use of District resources for the construction and maintenance of energy and water systems. Kaiser also audits and analyzes the cost, revenue, and budgeted to actual cost figures. The audit section also conducts cash counts, travel vouchers and inventory reviews among several other audit reviews on an annual basis. Kaiser is a Certified Fraud Examiner, and an Enrolled Agent, of the Internal Revenue Service. He also holds a State of California Teaching Credential, which he has used to teach tax and accounting at the university level. An alumnus of California State University, Los Angeles, Mr. Kaiser graduated with a B.S., Business Administration—Accounting, degree. He also has an A.A. from East Los Angeles College in Accounting, and completed a two year course of study in Spanish from Imperial Valley College. Kaiser was born in Hillsboro, Oregon during the Second World War and raised in south central Los Angeles until joining the U.S. Army and serving with the 1st Infantry Division’s assault helicopter battalion in Vietnam during the 1968 TET offensive. Tom Kaiser married Maria Socorro Garcia in January 1970 and raised three children all from the valley. |
