Jeff Garber was born and raised on the New Jersey shore. He obtained a Bachelor of Arts degree in English from Rutgers University in 1983 and a Juris Doctor degree in 1986 from California Western School of Law. He received is California Bar license in 1987.
Mr. Garber practiced law in San Diego from 1987 to 1993 primarily as an associate at two large litigation firms, focusing on complex civil trial work. In 1994, Mr. Garber relocated to the Imperial Valley, beginning work at Horton, Knox, Carter & Foote, as an associate. In 2000, he was promoted to partner at Horton, Knox, Carter & Foote. In June of 2002, Mr. Garber formed his own firm, the Law Offices of Jeffrey Garber. Since 1994 Mr. Garber has worked closely with IID on a variety of litigation and transactional matters. In April of 2006 Mr. Garber took the position of General Counsel of IID. As General Counsel, Mr. Garber controls the operations of the In-House Legal Department and oversees the activities of outside attorneys and legal consultants. Mr. Garber is a member of the Imperial County Bar Association (past ICBA President, past and current board member) and the San Diego Bar Association. He resides in rural Imperial County with his wife, two teenage children, and a variety of two and four legged creatures.
