ON SEPTEMBER 22, 2009 THE IID BOARD OF DIRECTORS RESCINDED THE SUPPLY-DEMAND IMBALANCE (SDI) DECLARATION FOR 2009. THE FOLLOWING IS FOR INFORMATIONAL PURPOSES ONLY.

The Imperial Irrigation District’s annual consumptive use volume is capped under the terms of the Quantification Settlement Agreement (QSA).  Although IID had worked with its water users for several years to develop an equitable distribution program to meet the needs of the QSA cap, in 2006 IID launched a collaborative effort with its water users to evaluate the different methods for the equitable distribution of water within its service area in times when water user demand is expected to exceed supply. The method selected for farmable croplands is a system of apportionment based on the straight-line methodology, where an equal amount of water is apportioned to each eligible agricultural acre. 

Regulations for Equitable Distributions Plan (EDP) were developed and approved by the IID Board of Directors on December 18, 2007.  The EDP is triggered only for the years when a Supply/Demand Imbalance (SDI) Declaration is made by the Board. A SDI may be declared, no latter than October 1, by the District Board of Directors if the probability is greater than 50% that the expected demand for District water for the following Water Year exceeds the expected District supply for that same Water Year.  The District shall also track actual supply and demand during the SDI Water Year, and if cumulative use through June of the SDI Water Year is less than 1.575 MAF, the District may terminate the SDI Declaration for that year. 

In August of 2008, the Board of Directors unanimously voted to declare a Supply Demand Imbalance (SDI) condition for the 2009 Water Year after the Water Department staff presented an update of current system demands and 2008 consumptive use projections along with estimates of supply and demand scenarios for 2009. Environmental evaluations and public workshops followed in October and November with recommendations to revise the 2007 EDP. 

The Board of Directors approved a revised EDP on November 18, 2008 and April 7, 2009. The District will apportion its estimated 2009 water supply among the various types of water users using the criteria defined in the Regulations for Equitable Distribution approved by the Board of Directors in 2008. The apportionment amount in 2009 for the water users that have eligible farmable cropland was 5.25 acre-feet per acre.  

The 2009 SDI was rescinded by the IID Board of Directors on September 22, 2009; therefore, these conditions do not apply.
