Water Department- Water Conservation - Equitable Distribution -


In 2006 IID launched an effort to evaluate the different methods for the equitable distribution of water within its service area in times where water user demand exceeds supply. the district hired two consultants - Dr. Michael Hanemann, a professor at the University of California, Berkeley, and Bennett Brooks with CONCUR, Inc - to undertake an analysis that assessed and ranked different methodologies for the equitable distribution of water. Their study process included a public stakeholder committee comprised of community representatives and involved a meaningful discussion of the issues and analysis prior to completing their equitable distribution recommendation.

On November 28, 2006 the IID Board of Directors approved the development of an equitable distribution plan to apportion agricultural water users using the straight-line method for years that conditions trigger a supply/demand imbalance (SDI) declaration. On June, 19, 2007 the IID general manager recommended that the board of directors declare an SDI condition in 2008 and set in motion the process of developing a system of apportionment based on the straight-line method for future board consideration and action. The board approved this recommendation unanimously in order to initiate development of an equitable distribution program, including implementation rules and policies. On October 23, 2007, the IID Board of Directors hosted a public workshop to outline basic implementation concepts and solicit public input. Presentations from this workshop are posted at the Implementation Rules link to the right and additional workshop schedules and agendas will be posted on the IID Community Calendar and at the Equitable Distribution Meeting Calendar link at right as they become available.

On November 14, 2007 the IID Board of Directors hosted a second public workshop to convey additional details regarding IID's Equitable Distribution implementation concepts and respond to questions posed during the first public workshop and subsequent Equitable Distribution advisory committe meetings.
