The Administration Office provides overall support and management of the activities of General Services' resources: Facilities Management, Fleet Services, General Services Asset Management, and Supply Chain Management: Purchasing, Contracts and Materials & Stores. General Services provides management and maintenance of district physical and rolling assets, and is responsible in accordance with policy, for the central procurement of goods and services in addition to the storage and distribution of materials which support all llD operations.

Jennifer Goodsell serves as the General Services Department manager for the Imperial Irrigation District. The Department is comprised of more than 18 sections/units including Asset Management, Purchasing, Contract Administration, Material Resource & Dispersal, Fleet Administration, Heavy Equipment, Auto, Machine, Welding, HVC, Plumbing and Wood shops, Service Station, Facilities Resource Administration, Facilities Construction, Facilities Management Services, Fire Protection Systems, Buildings and Grounds Services and Environmental Regulatory Compliance and Hazardous Materials.

Facilitating the needs of both the Energy and Water Departments, Goodsell manages activities and personnel responsible for nearly 1 million square feet of office shop and warehouse space; supply chain management for more $188 million worth of purchase orders/requisitions per year; associated fleet operations and maintenance; as well as and the appropriate disposal of more than 2,000 tons of hazardous waste each year.

In addition to overseeing the day-to-day activities of the department, Goodsell is directly responsible for long- term and short-term planning as well as the preparation and adherence to the department’s annual $66 million budget. 

Goodsell has worked for IID for 12 years, starting her tenure as a business control analyst in the Finance Department, performing a variety of financial analysis for the chief financial officer, the general manager’s office and the Board of Directors among other duties. She subsequently held positions as government affairs specialist, interim executive officer, assistant to the general manager and chief of staff. Prior to her service at IID, she held financial analyst positions at the County of Imperial, Valley Independent Bank and Valley Harvesting and Packing.

She is a graduate of San Diego State University where she earned a bachelor’s degree in public administration and has a master’s degree in business administration from the University of Phoenix.
