The Imperial Irrigation District (IID) today announced that General Counsel Geoffrey Holbrook will be transitioning to a new role as County Counsel for Imperial County. IID’s Board of Directors and leadership express their gratitude for his service and celebrate the many accomplishments achieved during his tenure.
Since joining IID in 2022, Mr. Holbrook has provided trusted and steady legal guidance on complex issues impacting the District and the communities it serves. His professionalism, integrity, and collaborative approach have left a lasting mark on the District.
During his tenure as General Counsel, Holbrook successfully:
- Finalized the System Conservation Implementation Agreement (SCIA), securing vital benefits for IID through 2026 and strengthening California’s commitments to the Lower Basin Plan to conserve three million acre-feet of Colorado River water by 2026, while also successfully defending the agreement in court to preserve its timely implementation.
- Integrated the Claims & Investigations Unit and Environmental Compliance Unit into the General Counsel’s Office, improving efficiency, accountability, and cost savings for ratepayers.
- Advanced reforms to board governance, claims handling, and meeting efficiency, fostering collegiality and reducing costs.
- Provided strong legal support on Colorado River negotiations in critical intra-California, Lower Basin, and basin-wide discussions, while expanding IID’s legal team and resources to protect this vital resource.
- Supported innovative solutions for the Coachella Valley service area, including the creation of the Indio Electric Finance Authority to fund infrastructure and meet community needs.
