Director JB Hamby serves as Vice Chairman of the Imperial Irrigation District Board of Directors, representing Division 2, which includes southeast El Centro, Heber, Holtville, and Seeley. First elected in 2020 and re-elected in 2024, he has focused on long-range planning, infrastructure reinvestment, governance modernization, and regional collaboration across IID’s water and power services.

He also serves as Chairman of the Colorado River Board of California and as the State of California’s Colorado River Commissioner, representing the state in interstate and federal negotiations, including the development of the 2023 Lower Basin Plan and post-2026 Colorado River operations.

At IID, Hamby played a key role in establishing the District’s biennial planning processes for strategic initiatives, asset management, rates, and budgeting. He also contributed to enhancements in financial strategy, policy development, customer programs, and community outreach. Additionally, he has strengthened interagency coordination in the Coachella Valley through new partnerships and joint powers agreements.

Hamby holds a degree in History from Stanford University and is a graduate of the Water Education Foundation’s Colorado River Water Leaders program. His current term runs through December 2028.
