While fundamentally opposed to fallowing during the QSA negotiations, IID ultimately agreed to a 15-year fallowing program in order to eliminate potential effects to the Salton Sea resulting from the transfer of water out of the Imperial Valley. Water conserved from the fallowing program and transferred to SDCWA ramps up for the first 10 years and then decreases for the next five years as efficiency conservation projects are developed and implemented.

IID contracts with willing land owners and/or lessees to fallow fields in order to meet water transfer and Salton Sea mitigation requirements for the first 15 years of the IID/SDCWA and QSA Compromise Delivery Schedule, as well as any IID overrun payback obligations. The price for fallowed water is set by the IID Board of Directors each year, and a solicitation is conducted that includes a mailing to all IID water users and its agricultural land owners. Each field’s participation in the fallowing program is limited to three out of every five years. During the program, no water can be delivered to the contracted field and the delivery gate is locked physically and in IID’s computer system to prevent accidental water orders.

Additional questions about current and future fallowing programs should be directed to the IID Fallowing Hotline at (760) 339-9898 or by email.
