The current on-farm efficiency conservation program pays per acre-foot of efficiency improvement relative to the baseline period, verified against baselines derived from historical deliveries specific to each field and crop and adjusted for weather and season length.

2026 Solicitation
The IID Board of Directors approved a 2026 On-Farm Efficiency Conservation Program for crops planted in 2025 that will be harvested in 2026 and 2026 calendar year crops (perennials) with the following target volumes and rates:
- On November 4, 2025, the IID Board of Directors approved a base $347/AF conservation payment rate with an additional $128/AF supplement funded by the federal SCIA.
- The IID Board also approved an Infrastructure Conservation & Energy supplemental payment of $100/AF for contracted fields utilizing more costly and longer-tern conservation measures that are infrastructure-based or energized.
- IC&E Supplement eligible measures include drip, sprinkler, tailwater return systems, cascade and other unique conservation measures with water department managers approval.
- The 2026 OFECP has a conservation target of 170,000 AF.
2025 Solicitation
The IID Board of Directors approved a 2025 On-Farm Efficiency Conservation Program for crops planted in 2024 that will be harvested in 2025 and 2025 calendar year crops (perennials) with the following target volumes and rates:
- On February 18, 2025, the IID Board of Directors approved a base $339/AF conservation payment rate with an additional $111/AF supplement funded by the federal SCIA.
- The 2025 OFECP establishes a fixed rate of $450.00/AF with a conservation target of 170,000 AF.
2024 Solicitation
The IID Board of Directors approved a 2024 On-Farm Efficiency Conservation Program for crops planted in 2023 that will be harvested in 2024 and 2024 calendar year crops (perennials) with the following target volumes and rates:
- The approved program budget of $56 million premised on a fixed $330/AF conservation payment rate in the 2024 IID budget.
- On July 2, 2024, the IID Board of Directors approved an additional $100/AF of the Federal Conservation Supplement, contingent upon approval of the 2024-2026 SCIA and corresponding environmental authorizations.
- The revised 2024 OFECP establishes a fixed rate of $430.00/AF with a conservation target of 165,000 AF.
- On August 19, 2025, the IID Board of Directors approved $26 million of supplemental funding from SCIA revenues to complete outstanding 2024 OFECP payments.
Provisional application forms can be downloaded below. Crops must be submitted before planting of the crop for annuals and by Friday, January 30, 2026 for perennials.
